Legionella Risk Assessment for Charities

Protecting the people you serve

Charities look after some of the most vulnerable people in our communities. Keeping your premises safe is part of that responsibility, and managing the risk of legionella bacteria in your water systems is a key part of it.

What is legionella?

Legionella bacteria occur naturally in water and can multiply in poorly maintained or underused water systems, such as stored water, infrequently used outlets, showers and taps. When contaminated water droplets are breathed in, they can cause Legionnaires’ disease, a serious form of pneumonia that can be fatal.

Why do charities need a legionella risk assessment?

It’s a legal requirement. Under the Health and Safety at Work etc. Act 1974 and the COSHH Regulations 2002, anyone responsible for premises must assess and control the risk of legionella exposure. This applies to charities whether they own, lease or simply use a building, and whether it’s an office, charity shop, community hall or residential setting.

Your beneficiaries may be at higher risk. Older people, children, and those with underlying health conditions are more susceptible to infection. A risk assessment helps ensure the people who rely on you are not put in harm’s way.

It protects staff, volunteers and visitors. Everyone who uses your premises is covered by your duty of care.

It protects trustees. Trustees are ultimately responsible for the charity’s compliance. A documented assessment shows that they have taken reasonable steps to manage risk.

It safeguards your reputation and funding. An outbreak could damage public trust, and funders and insurers increasingly expect evidence of health and safety compliance.

What does a risk assessment involve?

A competent assessor will review your water systems, identify potential hazards such as stagnant water or unsuitable temperatures, and recommend practical control measures. You’ll receive a written report, and the assessment should be reviewed regularly or whenever your premises or water systems change.
